What Fair Market Rents are
Fair Market Rents (FMRs) are HUD estimates of the gross rent, including utilities, for a modest rental unit in an area. In most areas they are set at the 40th percentile of rents paid by recent movers.
Public housing agencies use FMRs to set payment standards for Housing Choice Vouchers (Section 8), usually between 90% and 110% of the FMR. They are also used for other HUD programs such as Continuum of Care and HOME rent limits.
In some metro areas HUD publishes Small Area Fair Market Rents by ZIP code, so vouchers can pay more in higher-rent neighborhoods. New FMRs take effect each October 1, at the start of the federal fiscal year.
Frequently asked questions
- What is the average Fair Market Rent for a two-bedroom?
- For FY2027, the median two-bedroom Fair Market Rent across U.S. counties is $1,063 a month. It ranges from $517 to $4,254.
- Is Fair Market Rent the most a landlord can charge?
- No. FMRs are not rent control. They set how much HUD programs will pay toward rent. A unit rented with a voucher must have a rent the housing agency finds reasonable compared with similar units.
- When do new Fair Market Rents take effect?
- HUD publishes new FMRs each year, usually in August or September, and they take effect on October 1 for the new federal fiscal year.
