How federal holidays work
Congress sets 11 permanent federal holidays in 5 U.S.C. 6103. When a holiday falls on a Saturday, federal employees get Friday off. When it falls on a Sunday, they get Monday off. Inauguration Day (January 20 after a presidential election) is also a holiday for federal workers in the Washington, D.C. area.
On federal holidays, federal offices and courts close, the Postal Service does not deliver regular mail, and most banks close because the Federal Reserve is closed. Stock markets follow their own calendar: they stay open on Columbus Day and Veterans Day, and close on Good Friday.
Federal holidays apply to federal workers. Private employers decide their own paid holidays, and states set holidays for state and local government offices.
