Frequently asked questions

How do I comment on a proposed rule?
Open the proposed rule and follow the link to the official Federal Register page, which links to the comment form on Regulations.gov when the agency accepts online comments. Comments must be received by the deadline shown.
What is the difference between a proposed rule and a final rule?
A proposed rule asks the public for comments on a change the agency plans to make. A final rule sets the regulation and usually takes effect on the effective date it states.
